Indonesia has one of Southeast Asia's most active smartphone markets, with over 180 million mobile subscribers. The Ministry of Communication and Information Technology (Kominfo) operates Indonesia's national IMEI database (SIINAS) to combat grey market phones and theft. Here's everything you need to know.

Indonesia's IMEI Registration System (SIINAS)

Since 2020, Indonesia requires all mobile phones to have registered IMEIs in the SIINAS (Sistem Informasi Basis Data IMEI Nasional) database. Unregistered phones that connect to Indonesian carriers are blocked. This system affects:

  • All phones purchased abroad and brought into Indonesia
  • Parallel import (grey market) phones not distributed by official Indonesian distributors
  • Phones purchased on international e-commerce platforms for use in Indonesia

How to Check IMEI Registration in Indonesia

  1. Visit imei.kemenperin.go.id (Kementerian Perindustrian — Ministry of Industry)
  2. Enter your 15-digit IMEI number
  3. Results show:
    • Registered (Terdaftar): Phone can be used on Indonesian networks
    • Not Registered (Tidak Terdaftar): Phone may be blocked on Indonesian carriers

Registering a Foreign Phone in Indonesia

Tourists and visitors can use unregistered phones in Indonesia for up to 90 days — after which the phone may be blocked. For longer stays or if you are importing a phone permanently:

  1. Pay the applicable import duty at Customs (Bea Cukai) — phones worth over USD 500 are subject to import tax
  2. Customs registers the IMEI in SIINAS upon payment
  3. For online purchases from abroad, the seller/courier handles customs — ensure proper documentation

Buying Used Phones in Indonesia

The used phone market in Indonesia is large, with platforms like Tokopedia, Shopee, Bukalapak, OLX Indonesia, and Facebook Marketplace all active. Key checks:

  • ✓ Verify IMEI at imei.kemenperin.go.id — confirm it's registered and active on Indonesian networks
  • ✓ Run a free check at imeicheckpro.com — verify brand and model match
  • ✓ For iPhones: check iCloud activation lock at support.apple.com/activation-lock
  • ✓ Test with your Indonesian carrier SIM (Telkomsel, Indosat, XL Axiata)

Indonesia IMEI Blacklist for Stolen Phones

Report stolen phones to:

  • Your carrier (Telkomsel, Indosat, XL Axiata, Smartfren) — they can block the IMEI
  • Kominfo via the SIINAS system
  • Police report (Surat Tanda Terima Laporan) — required for insurance and carrier blacklisting
