IMEI Check in Colombia: SICEL and CRC Telecommunications Guide

Colombia's Communications Regulation Commission (CRC — Comisión de Regulación de Comunicaciones) operates the SICEL (Sistema de Información de Celulares Bloqueados) — Colombia's national IMEI blacklist for stolen and blocked phones.

Colombia IMEI Check via SICEL

  1. Visit sicel.gov.co
  2. Enter the 15-digit IMEI number
  3. Results show if the phone is blocked (in negativa list) or active (in positiva list)

SICEL has two lists:

  • Lista Negativa: Blocked phones (stolen, lost, or counterfeit). Cannot be used on any Colombian carrier.
  • Lista Positiva: Registered and active phones.

Colombian Carriers

Colombia's major carriers — Claro, Movistar, Tigo, and WOM — all participate in the SICEL system. A phone blocked on one carrier is blocked on all.

How to Report a Stolen Phone in Colombia

  1. File a denuncia (police report) at the Fiscalía or nearest police station
  2. Contact your carrier with the IMEI and denuncia number to request SICEL blocking
  3. The carrier processes the blocking within 72 hours

Buying Used Phones in Colombia
